Multnomah ESD is Hiring a HR Business Partner Near Portland, OR

**Per Governor Browns vaccine mandate, MESD is requiring all newly hired employees to be fully vaccinated by October 18, 2021 or at the time of hire, whichever is greater**

Our Human Resources department is recruiting for a Business Partner to fill a temporary, one-year assignment.

REPORTS TO: Director of Human Resources

POSITION PURPOSE:

Provide technical assistance, consultation, and advice in Human Resource areas relating to recruiting, hiring, termination, worker’s compensation, FMLA/OFLA accounting and processing, collective bargaining agreement interpretation and implementation, performance management, Human Resources Information System (HRIS) administration (Business Plus), and report creation.

NATURE & SCOPE:

This position is subject to board policies, administrative rules and procedures, department regulations and applicable State and Federal statutes. This position carries no management, administrative authority, or administrative responsibility.

ESSENTIAL JOB FUNCTIONS:

  1. Serve as a human resource business partner to a business line, which includes, but is not limited to, providing consultation and advice on a variety of human resource issues: recruiting, hiring, termination, performance management, benefits, wage and hour, FMLA/OFLA processing and accounting, collective bargaining agreement interpretation and interpretation, and workers’ compensation. 
  2. Compile and maintain official district records and prepare final reports on worker’s compensation, incident reporting, leave of absence records, leave notices, and other records as requested.
  3. Serve as liaison between MESD and worker’s compensation carrier regarding claims status and benefit carrier.
  4. Interpret and apply state and federal laws, policies, and administrative rules and regulations relating to leaves, workers’ compensation, wage and hour, and benefits. 
  5. Compute, maintain and update salary calculations and input into HRIS. 
  6. Ensure accuracy of salary calculations and maintain correspondence of salary information relating to employment conditions within established timelines. 
  7. Prepare appropriate correspondence, payoffs, COBRA notification, and follow-up documentation for terminated employees.
  8. Effectively recruit and hire, process new hire paperwork, and deliver new employee orientation.
  9. Respond to inquiries from employees and supervisors on compensation; salary adjustments; leave status; and worker’s compensation claims.
  10. Research and prepare statistical reports for negotiations, affirmative action reporting, confer/consult, agency-wide budget and other personnel projects as requested.
  11. Work with HR and payroll regarding billings, employment files and salary calculations and adjustments.
  12. Implement the RIF and recall process as directed, including preparation of seniority lists and related correspondence.
  13. Prepare personnel related reports in HRIS as needed
  14. Train employees on human resource topics.
  15. Compose, edit and produce correspondence, special reports and other materials from handwritten copy, oral instruction, or rough draft.
  16. Maintain up-to-date knowledge and understanding of MESD policies, negotiated agreements, past practices and department regulations regarding personnel matters of employment conditions, evaluations, salary and fringe benefits in order to perform required duties.
  17. Contribute to a positive and productive work environment.

OTHER JOB FUNCTIONS

  1. Provide back-up support to the Director and other HR employees in case of absence
  2. Attend district Safety Committee meetings
  3. Serve as Notary Public for new employee documents
  4. Attend department and other staff meetings.

KNOWLEDGE, SKILLS AND ABILITIES

  • Proficient in Microsoft Office applications (Word, Excel, and Access) and Business Plus (HRIS).
  • Knowledge of federal and state employment laws and administrative rules and regulations. 
  • Ability to work independently and make appropriate decisions regarding work methods and priorities while maintaining the high confidentiality necessary for personnel work.
  • Ability to interpret and apply Human Resources policy and procedures in making work decisions or in providing information to others.
  • Superior ability to effectively communicate with Human Resource co-workers, other MESD employees, and the public.
  • Superior ability to work as a team member and independently
  • Knowledge of record keeping methods.
  • Ability to perform detailed tasks in an accurate and timely manner.
  • Ability to make salary calculations accurately.
  • Ability to effectively coordinate multiple work projects.

EDUCATION AND EXPERIENCE:

High school diploma or G.E.D., five years of progressively responsible Human Resources experience, including experience in Human Resources Information Systems and word processing, spreadsheet and database management computer programs preferred.
